Use the USAA rental page to reach each participating car-rental partner. The up-to-35% heading is not an extra reduction to add to a partner’s own percentage. A lower advertised percentage can still produce a lower final bill if the underlying rate or fees differ.
Membership access and rental-fee eligibility are different
The official homepage says USAA Perks is available to USAA Membership Services members and customers with a USAA number, without requiring an insurance purchase. Its membership page states there are no membership fees. Product eligibility and individual offer restrictions still apply.
The rental page separately limits the underage-driver fee waiver to members eligible for USAA insurance. Access to Perks alone does not prove that you qualify for that waiver. The page’s “up to $35 a day” fee-saving headline is an illustration of avoided charges, not a cash payment or guaranteed saving on every booking. Keep waived fees separate from the discount on time and mileage.
Rental damage terms are not a discount or blanket insurance
USAA’s rental page describes different damage-responsibility amounts: the first $5,000 for Avis, Budget and Hertz, versus the first $8,000 for Enterprise, Alamo and National. It separately describes the effect of purchasing a Loss Damage Waiver, liability limits set by the rental company and loss-of-use benefits.
Those amounts are not a rental-price reduction, a promised payout or proof that every incident is covered. Read the actual rental agreement and applicable insurance or card terms before relying on coverage. Personal coverage, exclusions and a quoted waiver price were not tested.

The on-base headline refers broadly to an auto premium, but its footnote narrows the eligible coverage. Do not apply 15% to the whole policy bill outside that stated scope. Likewise, secure storage and not driving are material conditions for the storage offer; deployment alone does not establish eligibility.
USAA also lists other savings programs. Their availability and combination depend on the policy and location. This guide does not add separate maxima together or claim that USAA will be the cheapest insurer for a particular driver.
Does Penske offer a USAA discount?
A USAA-exclusive Penske rate or code was not verified in the official pages read. USAA’s military-discount advice article links to Penske’s general military moving-truck offer. The article link establishes a referral to that offer, not a separate USAA entitlement.
Penske’s official page lists 15% with code MILITARY, with military ID or proof of veteran status required at pickup. See Penske’s current military page. Its truck-rental base, optional equipment and charges are not interchangeable with USAA’s car-rental time-and-mileage discounts. Unknown USAA-specific terms do not mean Penske refuses all military customers.
Compare the same quote before calculating savings
For a confirmed rental rate reduction, let T be eligible time-and-mileage charges and r the actual rate offered. The eligible-charge saving is r × T. Add remaining taxes, fees and selected options to compare final totals. If the partner already displays a discounted price, do not deduct the headline percentage again.
For on-base insurance, use the eligible coverage premium C, not an assumed whole-policy amount: saving = r × C, with the actual qualifying rate confirmed in the quote. Compare identical coverage limits, deductibles, drivers, vehicles and policy periods. Neither quote inputs nor dollar savings are estimated here.
The same percentage does not mean the same saving. A rental fee waiver, an insurance-premium reduction and a rental damage-responsibility limit are separate things.
Source dates and offer dates
Sources were checked September 22, 2026. A fixed end date for the rental benefits or on-base/storage insurance discounts was not shown in the pages reviewed. The SafePilot participation period is a program timing condition, not an expiry for every USAA benefit.
The military-discount advice article says it was updated August 20, 2026 and originally published November 3, 2021. Neither date establishes when a linked partner offer starts or ends.
